Going directly to the incumbent water company, United Utilities, Severn Trent, Thames Water and so on, means accepting their standard quotation at their standard rate. To ensure fair competition in the water market, water authorities allow developers to use Self-Lay Providers (SLPs) and New Appointments & Variations (NAVs). SLPs are accredited contractors who can install new water mains and service connections to the same standard as the water company, but at a competitively tendered price.
