Section 278 & highway diversions

We coordinate the full S278 process

Many water mains run beneath adopted highways, roads, footpaths and verges. When a development requires a diversion of one of these mains, the works typically fall within highway land and therefore require coordination with the local highway authority under a Section 278 Agreement alongside the water authority application.

This is one of the most complex and time-consuming aspects of gas mains diversions and the area where inexperienced facilitators most often cause programme delays. The highway authority process runs separately from the GNO process. Both must be managed simultaneously and in alignment with each other and with the construction programme.

How long does a water mains diversion take?

Timescales vary significantly depending on the diameter and material of the existing main, the length of the new route, the water authority area and whether Section 278 highway coordination is required. Simple service pipe alterations can sometimes be completed within a few weeks. Full mains diversions typically take several months from application to adoption. We always recommend engaging us at the planning or pre-commencement stage, the earlier we're involved, the better we can protect your programme.

Do your water contractors hold WIRS accreditation?

Every water contractor we appoint holds current WIRS accreditation, required by all UK water authorities for mains connection and alteration works to be adopted. We verify WIRS status before appointment and audit it throughout our working relationship.

What is the difference between a mains diversion and a service alteration?

A mains diversion involves rerouting an adopted public water main. A service pipe alteration involves rerouting the private supply pipe connecting a specific property to the main. Mains diversions are more complex, take longer and involve formal adoption by the water authority. Service alterations are generally simpler and faster, though both require WIRS-accredited contractor work and water authority coordination.
